That's right...Here's the example:

Old rule: You MUST wear ear protection in the warehouse. Wearing ear plugs is mandatory...it's a requirement. You will be disciplined if you don't wear ear plugs.

New rule: You MAY wear ear protection in the warehouse. Wearing ear plugs is voluntary...it discretionary..it's encouraged. You can not be disciplined if you don't chose to wear ear plugs.
