______5. Change analysis is performed whenever a change in facilities, equipment, materials, or processes occurs.
Attributes
- Changes in space, processes, materials, or equipment at the facility are planned.
- Affected personnel are made aware of planned changes prior to implementation.
- A comprehensive hazard review process exists and is used for all changes.
- The hazard review (analysis) process encourages recommendations for improvement, which are implemented prior to start-up.
- The analysis process involves competent, qualified specialists appropriate to the process being evaluated.
- There is a formal, written process for change analysis.
- Affected employees are involved in the change analysis.
- Change analysis procedures include revisions of Job Hazard Analysis (JHA‘s), Standard Operation Procedures, lockout methods, PPE, and other program elements affected by the change.
Discussion
- A safety change analysis program includes current and future planning activities involving the safety and health aspect of changes in facilities, equipment, materials, processes, or the environment.
- The change analysis program should also include input line positions and from appropriate support staff (safety staff, the safety committee, etc.)
- Change analysis is primarily a hazard anticipation function. An evaluator should also use Elements 11-19 to evaluate the degree to which your organization has successfully addressed correction of hazards or potential hazards it has identified by change analysis.
